On October 9, 2022, Russian Communist Workers’ Party（RCWP） held a plenary session of the Central Committee and announced the resolution of the plenary session. In the resolution of the plenary session, the risk of fascism in the Russian Ukrainian war and the task of the Communists were emphasized again.

Reemphasized the report of the previous plenary session

The military conflict between Russia and Ukraine has lasted for eight months, causing a large number of casualties and economic losses. In the report of the plenary session of the Central Committee in March 2022, it was pointed out that the cause of the Russian Ukrainian war was the struggle of the largest imperialist predator led by the United States for world hegemony; The economic interests of the American imperialists, as the basis of the war, were not only reflected in the sanctions against their Russian competitors, but also suppressed the economic potential of their European allies (first of Germany) through the natural gas war; If Russia fails and repeats the fate of Yugoslavia, Iraq and Libya, modern fascist dictatorship will exist for a long time in most countries in the world; For the people of Dunbas, this war is just; Ukraine’s fascism, which is the product of American policy; The Russian armed forces struggle to suppress Ukrainian fascism is just. As the war continued, these reports were confirmed to be correct.

At the same time, the congress reaffirmed that RCWP’s task is to work hard for the development of the proletarian revolutionary movement under specific historical conditions. RCWP has repeatedly stressed that war is an inevitable thing of capitalism, and only on the road of progressive revolution can mankind get rid of war.

In this war, we cannot dogmatically regard Ukraine as an innocent victim of a war between imperialism to redivide its sphere of influence. Nor can the responsibility for the war be shifted to all the belligerents from the perspective of non warmongering, and the main aggressor, the United States, be excluded from the responsibility for the war.

In the eyes of RCWP, calling for “stopping the war” means proposing to stop fighting against fascists.

Analyze the current situation of the Russian Ukrainian war

RCWP believes that imperialism is in its formative stage in Russia, and the United States and the European Union are doing everything possible to suppress their competitors. In order to open up the road of world hegemony, the countries led by the United States made use of the fascist Nazi forces and further intensified the confrontation between the Ukrainian nation and the Russian nation.

RCWP has repeatedly stressed that although this war on the Russian side was launched by a bourgeois country, it has the nature of resisting the reactionary alliance of western powers and contains positive elements. The war launched by Russia was a struggle in which the bourgeois countries were forced to suppress fascism and help the Ukrainian people to liberate.

In this struggle against fascism and Nazism, the goals of the bourgeoisie and the working people must be distinguished. We have seen in Ukraine the consequences of the manipulation by the United States, and the democratic country has become a Nazi country.

If Russia and Donbas are defeated in Ukraine, the same may happen to Russia and other European countries. At that time, the proletarian revolution can only be recalled from a historical perspective.

RCWP believes that the main task of the world proletariat is not to give international imperialism and its affiliated countries strength to defeat bourgeois Russia. It is not in the interests of the working class for Russia to repeat the fate of Iraq and Libya. RCWP believes that it is necessary to promote special military operations in the measures and actions aimed at defeating the Ukrainian Nazis.

The new decision of the plenary session

In the resolution of the plenary session, it was pointed out that the current fight against the fascist regime in the territory of the former Soviet Ukraine was fair. At the same time, we must distinguish the objective justice of the people’s anti fascist struggle from the motives of the Russian bourgeois regime. At the same time, we must continue to explain the root causes of the war waged by western imperialism. The resolution requires the Central Secretariat of RCWP to convey our assessment of the current military war to the international communist movement at the upcoming Cuban solidarity conference.

In addition, the following slogans should also be emphasized in the propaganda work: abolishing slavery international treaties and obligations; Prevent the state from trading with fascists behind the people’s back; Carry out anti fascist political propaganda in the country and the army.

At the same time, RCWP emphasizes that it is necessary to recognize the need for military mobilization to suppress fascism, and requires that all people should be recruited without discrimination. RCWP emphasizes the progressive significance of the referendum results of the Republic of Lugansk, the Republic of Donetsk, Zapolizha and the Kherson region on joining the Russian Federation.

Thanks to those residents who showed courage under the pressure and shelling of the Nazis, they participated in the voting and maintained brotherly feelings towards the Russian people. Reaffirms the inalienable right of the residents of the new Russian region to self-determination now and in the future. In the resolution, RCWP believed that it was necessary to start establishing local party organizations in the liberated areas.
